Canada Life Term Promotion Campaign – Free Premiums Offer Starts Tomorrow!

Canada Life is making a special introductory offer of free three months premium on qualifying, new term 20, term 30 and term-to-age-65 policies, including riders for business in BC.  Business from other provinces will enjoy four months premium free.

For a new policy to qualify, the client’s application for the policy must be received between September 1st and December 1st inclusive. This offer extends to reissues, if the original policy qualified. The first premium must be paid for by the client for the contract to take effect.

News from the Insurance Council of British Columbia

A Closer Look at the New Practice Audit Program

Launching mid-September, the Practice Audit Program aims to enhance licensee support and public protection.

Audits will be selected based on areas of risk identified annually, as well as on a random basis. The audit process will involve an audit questionnaire form being sent to the licensee. You will have 21 days to complete and return the questionnaire for review by the ICBC’s Practice and Quality Assurance Team. Areas that the audit will look at include: errors and omissions insurance, authority to represent, proper recording of insurance transactions and related financial affairs, client confidentiality practices and compliance with practice advisories.

After the questionnaire is reviewed, if no issues are found, a confirmation letter will be sent and the practice audit is closed. If an issue is identified, the licensee will be contacted by phone to discuss further and may receive a practice reminder letter at which time the audit will be closed. In cases where a serious conduct or competence issue is identified, the matter will be reviewed further.

BC Securities Commission recently issued a significant number of sanctions against Paul Se Hui Oei for misappropriating client funds, including trading ban, registration ban as well as an order to pay $3,087,977.41 and an administrative penalty of $4.5 million.  Details are found here: https://www.securities-administrators.ca/disciplinedpersons.aspx?id=74&p=10273

The disciplinary action is a clear indication of zero tolerance for incompliant behaviour from advisors and intends to assist the public and the securities industry in applying due diligence.

Presenting to Your Clients with New Lounge TV

Given the frequent usage of the Lounge in client meetings, the office has installed a new TV there to facilitate your effective discussions and presentations.

To project your computer or tablet to the TV, simply do the following:

  1. Make sure your device is connected to WiFi “Way Connect”
  2. Press Sources on the TV remote and choose HDMI1/DVI
  3. On your device, open Google Chrome.
  4. At the top right, click the three dots button “ More ” and select Cast.
  5. Click Sources and choose whether you want to cast a tab, desktop (your entire screen) or a file.
  6. Click “Lounge TV” after you select the source.
  7. When you’ve finished presenting, go to the right of the address bar, click Cast  Cast   and then  to stop casting.

Compliance Advice on FNA Submission for Clients Aged 65 or Above

As members already know, an insurance business submission for a child life insured (age 20 and under) does not require an FNA; advisors often include a brief cover letter to indicate the purpose of the insurance instead.  This practice can be used for a life insured aged 65 or above.  Please do not arbitrarily adjust the FNA template to accommodate the age of someone over 65; a cover letter explaining the client’s situation will be sufficient. The FNA template is designed to meet the compliance rules; manually changing it might make it non-compliant.

Good news!  SimpleProtect is now available for child policies!

With immediate effect, your clients can apply PAR or CI policies for juvenile between 0 and 17 via SimpleProtect dashboard.

  • Juvenile, age 0 to 17 PAR plans from $100K to $250K face amount
  • Juvenile, age 0 to 17 Child LifeAdvance from $10K to $25K face amount

Some key highlights of juvenile policy e-application:

  1. Only one eligibility question for PAR, and two eligibility questions for CI
  • Has the insured resided in Canada for the past 12 months, and is either a Canadian citizen or Permanent Resident? (PAR and CI)
  • Do you understand spoken and written English? (CI)

 

  1. For age 0 to 15, an adult must be the policy owner and signed on the e-application. A parent or guardian will also have to sign the application on behalf of the insured child even though they’re not the owner
  2. When you are completing the healthcare provider session, “Provider name” and “Date of last visit” are mandatory fields

Updates on Office Guidelines in Managing COVID-19

Way continues to be prudent in managing the risk and safe-guarding the health and safety of our members while using innovative ways to help everyone continue and also grow business.  It is encouraging to see more activities and submissions from members in the past month and those who have adopted new practices using technology and a creative and willing mindset have gotten positive results.

Some members have requested resuming in-person training sessions to garner more momentum in rebuilding their business.  Considering the different factors involved, the office will start arranging a hybrid setting with limited capacity for in-person participation and simultaneously broadcasting to those who prefer learning remotely via online meeting platforms like MS Teams.

The first hybrid session will be arranged for the training at 11am, on August 26th:

MDRT Articles Free Subscription & Video Viewing Sessions


Way is now offering all members a free subscription to MDRT articles to gain insight on enhancing and developing your business. The articles are sent out the beginning of each week and will replace the Food for Thought of the Day. All members will be invited to the mailing list to enjoy the free subscription this month and starting September, the free subscription will continue for members who submitted business in the previous month. Any amount of business submission qualifies.

Every Tuesday morning, from 11am to 12pm, a series of MDRT videos will be played at the Boardroom. Canada Life

Canada Life has reduced the waiting period from 30 days to 14 days for international travel in new applications:

  • Anyone who has recently returned from outside of Canada will have their insurance application postponed until they have been back in Canada for a minimum of 14 days. After the period of quarantine, Canada Life would consider reopening the file. Any file postponed would not be eligible for TIA or CIA benefits.

Paramedical services are continuing to operate on reduced capacity and temporary relaxed requirements are remained for the time being.

MDRT Articles Free Subscription & Video Viewing Sessions


Way is now offering all members a free subscription to MDRT articles to gain insight on enhancing and developing your business. The articles are sent out the beginning of each week and will replace the Food for Thought of the Day. All members will be invited to the mailing list to enjoy the free subscription this month and starting September, the free subscription will continue for members who submitted business in the previous month. LLQP Exams Resume in Vancouver and Victoria

Life Licence Qualification Program (LLQP) exams have resumed in Vancouver location in early June, and registrations are now also being accepted for exams in Victoria. To keep you and exam staff safe, ICBC is following strict physical distancing and other COVID-19 prevention measures.

New Program Will Work with Licensees to Identify Practice Issues Before They Occur

As a part of recently launched Strategic Plan, ICBC will be introducing their Practice Audit Program this fall, which will work directly with licensees to identify and address potential issues before complaints are received, providing feedback and practice guidance to licensees so that they can ensure they are meeting their requirements under the Insurance Council’s Rules and Code of Conduct.

Under the new program, practice audits will be initiated by the Insurance Council through audit requests communicated in advance to licensees. Audits will be selected based on areas of risk identified annually, as well as on a random basis, or on a licensee’s own request.

More detailed information about the Practice Audit Program will be made available in August shortly.

2nd Quarter Compliance Update 2020

The presentation file for last Wednesday’s 2nd Quarter Compliance Update is attached for your reference.

A more succinct compliance package has been devised to facilitate your business submissions and below is a summary on the requirements:

  • All new business requires an Advisor Disclosure/Privacy Statement and a Reason Why Letter.
  • Life insurance business requires a Financial Needs Analysis.
  • Investment business requires a Know-Your-Client Form (valid for 2 years from date of signature) – upgraded to a fillable PDF form for your ease of use
    • Additionally, investment loan business requires an approved Leverage Loan Review Worksheet.

Also attached are the updated forms for your use; they are also available on VirtGate and will be on the Intranet shortly.  Existing forms can continue to be used until the end of July 2020.

Canada Life

For Canada Life to process and accept non-face-to-face (“NF2F”) applications in good order, check out the guidelines attached CL NF2F Process Chart.

Some key points are highlighted below:

1. Verification of client ID – if the client is new, their ID must be verified and must be indicated on the Advisor’s Report “Client’s identification was verified through video conferencing.” Note if your application is for universal life, a new client must be identified using the Dual process (NPOI) method.

2. Send the NF2F form at the same time as the application – To minimize any confusion or delay with processing, always send the form at the same time the application is submitted.

3. If electronic signatures are being used, submit the electronic summary with the audit trail at the same time as the NF2F form.

4. Use one form per application – If clients want two single life policies, two NF2F forms are required.

News from the Insurance Council of British Columbia

LLQP Exams Resume in Vancouver Location

Life License Qualification Program (LLQP) exams have now resumed in our Vancouver location. Exams follow strict physical distancing and other COVID-19 prevention measures.

ICBC is currently accepting new registrations for exams in our Vancouver location only. Exams in Surrey and in locations outside of Metro Vancouver continue to be suspended until further notice. Registrants whose exams were cancelled in the months of March to May 2020 will be given priority to schedule their exams.

Disciplinary Decisions

Jian Guo Han was disciplined for contravening the Insurance Council’s Rules requiring licensees to maintain errors and omissions (E&O) insurance and complete continuing education (CE). The licensee failed to maintain E&O insurance from February 2 to May 27, 2018 as well as complete the minimum CE credits required for three licensing years. The licensee was fined $2,000 for the E&O coverage breach and $3,000 for the CE breaches ($1,000 for each year). He was also required to complete the missing CE credits and the Council Rules Course.
